What building code does Portland, OR use?

Portland, OR currently enforces the 2025 Oregon Structural Specialty Code (amended 2024 IBC). Portland enforces the state-adopted code. Oregon's statewide specialty codes preempt local technical amendments; the 2025 OSSC, OMSC, and Oregon Fire Code took effect Oct 1, 2025 (OSSC/OMSC mandatory April 1, 2026) and the 2025 OEESC became mandatory July 1, 2025, so the 2024-I-Code-based commercial set is fully in force while residential/plumbing/electrical remain on the 2023 Oregon editions.
